This is the wallpaper tool. To apply wallpaper to a wall, just hover over the wall itself. If you hold Shift, you can apply wallpaper to an entire room's inside or outside. You can also apply wallpaper to roofs and some staircases. Check the controls info box in the bottom right corner for flood filling and copying controls.
